The funding landscape

Up to £46 billion over ten years

Homes England and its subsidiary, the National Housing Bank, have up to £46 billion to deploy across England to 2036. These are the principal streams. [1]

The joint Investment Prospectus, published on 31 March 2026 ahead of the Bank's opening on 1 April, brings grant, land and finance into one framework. The Bank aims to attract more than £50 billion of additional private capital over the decade.

Which support fits a scheme depends less on its size than on what is holding it up: a funding gap, a difficult site, or the tenure of the homes to be delivered. [1]

No mayoral tenure floor here. Tees Valley is not an established mayoral strategic authority and has no integrated settlement, so SAHP strategic priorities are Homes England's national ones, applied through its North East and Yorkshire operating area rather than a regional standard. [4,5]

Regional routes: Tees Valley

Regional routes: see regions/tees-valley.md for the Combined Authority's structure, the Brownfield Housing Fund, the SAHP first-wave regional position, the three Mayoral Development Corporations, the Investment Zone and the regional skills offer.

Redcar and Cleveland sits at the centre of the region's South Tees Development Corporation (STDC) — c.4,500 acres of former SSI steelworks and associated industrial land south of the River Tees, marketed as Teesworks, England's first Mayoral Development Corporation outside London and at the heart of the Teesside Freeport. Unlike the Middlesbrough and Hartlepool Development Corporations, STDC's land is overwhelmingly employment and industrial, not a housing planning authority for the borough's residential neighbourhoods; the borough council remains the local planning authority for Redcar, Eston, Guisborough, Loftus and Saltburn. A useful first enquiry names the site, landowner, proposed use, delivery lead, funding gap and next decision — and, inside STDC land, states clearly that the enquiry is not for the borough council's planning team.

Accessing programme grant: a route for smaller providers

  • Continuous Market Engagement — Open for individual schemes and portfolios while funding remains available. Designed to accommodate smaller partners, new entrants and complex projects. [6]
  • Strategic partnerships — Programme-level allocations. The initial bidding round closed on 15 April 2026; future rounds will be announced. [7]

Before a grant application

Organisations need Homes England Investment Partner qualification to receive grant. Because Tees Valley is not an established mayoral strategic authority, there is no regional strategic-priorities document equivalent to those covering Greater Manchester, West Yorkshire and the other five areas; a Redcar and Cleveland bid is shaped by Homes England's national priorities instead. Redcar and Cleveland's Housing Strategy 2024–2027 was retrieved as a PDF but not read in full detail for this brief; its specific numeric housing targets and affordable-housing percentage by site should be checked against the adopted document before use in a bid — not verified in the depth needed here. Places and programmes (borough programmes)

Kirkleatham Lane, Redcar — 108 affordable homes within a 375-home scheme

Beyond Housing and Vistry Partnerships North East were announced as the affordable-housing delivery partners on 10 February 2025 for a 375-home site: Beyond Housing's 108 homes split 55 two-bedroom and 53 three-bedroom, with 37 for shared ownership and 71 for affordable rent. The remaining 267 homes are open-market sale (Linden Homes, part of Vistry) and private rent (Sigma Capital / Simple Life). Contract value exceeds £13m, including £1.9m from Homes England. Completion date not verified in the source checked. [22]

Hummersea Hills, Loftus — 128 homes (completed)

Esh Group, delivering on behalf of Beyond Housing under the "Redcare" supported-housing partnership with the council, built 128 homes at Loftus: 85 houses for affordable rent or rent-to-buy, and 43 homes with care and support for older and vulnerable people (9 apartments, 10 houses, 24 bungalows). Funded by Homes England; final completion was reported as expected early 2023, so this scheme is treated as completed, not live, and is included here as the most recent large "Redcare" delivery on record. [23]

South Bank, Redcar Road — 28 bungalows for affordable rent (completed)

Thirteen delivered 28 bungalows for affordable rent on a former terraces site, funded by Homes England and over £500,000 from the Tees Valley Mayor and Combined Authority's Brownfield Housing Fund, at a contract value of £3.7m. First properties were reported available from spring 2022, so this scheme is also completed, not live, and is included as the borough's example of Brownfield Housing Fund co-funding alongside SAHP delivery. [24]

The Lakes / Langley House, Redcar — Karbon Homes, £6m investment programme (existing stock, live)

Karbon Homes is running a three-year (2025–2027) £6m retrofit and refurbishment programme across the North-East, including 50 homes in Redcar's Lakes estate and 27 at Langley House, an over-55s scheme: window and door replacement, kitchen and bathroom renovation, full electrical rewires, heating renewal, and communal upgrades and fire-door replacement at Langley House. Contractor: Straightline NE. This is stock investment in existing homes, not new-build, and should not be read as additional housing supply. [25]

Not reconciled with the above

Thirteen has no live new-build site in Redcar and Cleveland on its own "homes in development" listing. Checked directly on 19 September 2026: the borough-specific URL resolves to a single England-wide page listing three sites only — Hillside Gardens, Grove Hill, Middlesbrough (296 homes); Amberley and Harrogate, Sunderland (96); and Westgate, Cleckheaton (180). Thirteen remains a large existing landlord in the borough (the South Bank bungalows above), but a reader should not assume a live Redcar and Cleveland development pipeline from that page. [26]

Pride in Place: one neighbourhood, phase 1

Redcar and Cleveland has one Pride in Place neighbourhood: TS6 (Eston), carrying up to £20 million over ten years, with projects due to commence from 2026 onwards. [9,16]

TS6 / Eston Phase 1 — named in MHCLG's phase 1 place-selection methodology note as one of the initial 55 places selected in October 2023 ("North East | Redcar and Cleveland | Eston"). No Pride in Place Plan deadline applies. Up to £20m over ten years. Governance sits with the TS6 Neighbourhood Together Board — industry experts, business leaders, elected members, youth and education workers, health and wellbeing officers and community representatives. The programme transitioned from the Long-Term Plan for Towns to Pride in Place as of October 2025. Board chair, defined boundary, contact details and specific project aims were not published on the council's own TS6 page at the time of this brief. Residents are directed to the YourVoiceMatters engagement platform for the programme's vision and board composition. [9,16,17]

Redcar and Cleveland does not appear in MHCLG's phase 2 methodology note (160 boards, September 2025) or the 20 March 2026 phase 2 expansion note (40 boards plus Wales): TS6/Eston was selected in the earliest cohort, so no second Redcar and Cleveland neighbourhood is expected from either later list. [10,11]

Pride in Place Impact Fund — absent, a finding

Redcar and Cleveland was checked directly against Annex A of both determinations: it does not appear in the 2025/26 determination (signed 29 September 2025) or the 2026/27 determination (signed 8 April 2026). Both annexes list authorities at £750,000 a year (one authority at £1,500,000); Redcar and Cleveland is simply not among them in either year. This is an absence, not an oversight of this brief, and should be raised directly with the council or MHCLG if a local allocation is expected. [12,13]

Bring a project that can be delivered

  • Capital and continuing costs — Works, contingency, asset owner, operating budget and maintenance.

National delivery guidance requires each board to have at least eight members, with at least 51% living or working locally. [14,15]

Redcar and Cleveland's Housing Strategy 2024–2027 was located as a published PDF on the council's own site; its specific numeric targets were not extracted in the depth needed for this brief and should be read directly before use in a bid — open. [19]

Two of the 33 first-wave SAHP strategic partners are active in Redcar and Cleveland on the schemes above: Thirteen Housing Group Limited (2,750 homes / £349.2m nationally) and, through its wider North-East stock, Karbon Homes Limited (2,533 homes / £350.0m nationally). Neither figure is a Redcar and Cleveland allocation — both are each organisation's whole first-wave programme, and the schemes named above predate or sit outside the 2026–2036 programme. Housing register and homelessness

The council's Housing Advice and Information Team (housingclientservices@redcar-cleveland.gov.uk, 01642 774774) handles homelessness prevention and advice; social housing is allocated through Tees Valley Homefinder, a partnership of Redcar and Cleveland, Middlesbrough and Stockton-on-Tees councils plus Registered Providers Beyond Housing and North Star, with nominations also flowing through Thirteen, Home Group and Karbon. Applicants must have a local connection to one of the three partner boroughs. No current housing register total, band breakdown or homelessness presentation figures for Redcar and Cleveland were found in the sources checked — open. [27,28]

Finding the actual route to work

Redcar and Cleveland Council publishes invitations to tender and its contracts register on Open, the e-procurement platform that has replaced the NEPO Portal (ProContract) across the North East, matching the regional page's account of NEPO membership and the Open rollout. To find the council's own opportunities: register on Open, filter by Authority, select "Redcar & Cleveland" and show results; the same filter surfaces the contracts register. This was confirmed directly from the council's own procurement pages rather than assumed from the regional page. [20,21]

Above-threshold notices also appear on Find a Tender (find-tender.service.gov.uk), the national register under the Procurement Act 2023 regime. [see regions/tees-valley.md, source 21]

A funding announcement does not itself create an open invitation to tender: at Kirkleatham Lane, Beyond Housing and Vistry are already engaged as delivery partners, and supply-chain work there flows through those partner relationships rather than a fresh council tender.

Skills and delivery capacity

Redcar and Cleveland College (cleveland.ac.uk) delivers Construction provision from Level 1 bricklaying, plastering and carpentry & joinery through to Level 3 apprenticeships, alongside a £4.7m All Access Academy and a new welding facility funded through the Levelling Up partnership fund. The college is a member of the Education Training Collective (Etc.), alongside Stockton Riverside College, Bede Sixth Form College, NETA Training, Innersummit and The Skills Academy. [32,33]

As set out on the regional page, Etc. was named one of five Clean Energy Technical Excellence Colleges on 14 April 2026 (second wave, £175m nationally) — the Tees Valley's own Technical Excellence College designation is in clean energy, not construction. [see regions/tees-valley.md, source 16] There is no Construction Technical Excellence College in the Tees Valley; the nearest is City of Sunderland College, roughly 30–40 miles north. [see regions/tees-valley.md, source 15]
