The North East Combined Authority sets the region's shared priorities for housing and regeneration, using Mayoral Development Zones rather than statutory development corporations, an integrated settlement, and the Mayor's Brownfield Housing Fund. Its published strategic priorities, including at least 60% Social Rent and spatial priorities such as Tyne Renaissance, shape how organisations approach the region's Social and Affordable Homes Programme allocation.
Programme grant and land funding sit above council level, but the decisions that matter for a scheme are still local. Each borough or county negotiates its own routes into national grant, its own Pride in Place neighbourhood boards, and its own Impact Fund allocation, so this briefing treats regional and local money as separate pots that should not be added together.
