West Yorkshire's five councils work through the West Yorkshire Combined Authority, which sets regional priorities and channels devolved routes: the integrated settlement, the Brownfield Housing Fund, the West Yorkshire Housing Investment Fund and the Mass Transit Spatial Development Framework, alongside Homes England's national Strategic Partnership programme for social and affordable homes. These regional routes fund site preparation and larger strategic partnerships; they do not replace a borough's own decisions.
Local delivery still runs through each council. Every district also runs its own Pride in Place neighbourhood boards, each with its own ten-year allocation, and its own Local Plan and local investment calls, decided locally rather than by the Combined Authority.

- Leeds Leeds' edition tracks South Bank regeneration, including Aire Park's 1,350-home mixed-use scheme, and four separate Pride in Place neighbourhood boards, from Armley New Wortley to Seacroft North Monkswood.
- Bradford Bradford's edition covers the Southern Gateway regeneration area around a new through-station, and Bradford City Village's phased scheme of up to 1,000 homes in the city centre.
- Kirklees Kirklees' edition focuses on Dewsbury Riverside, the district's largest allocation at up to 4,000 homes, plus Bradley Park's roughly 2,000-home site and the Dewsbury Neighbourhood Board.
- Calderdale Calderdale's edition tracks the Woodhouse and Thornhills garden communities, allocated for around 3,000 homes, and the Mixenden and Illingworth Pride in Place neighbourhood board in north Halifax.
- Wakefield Wakefield's edition covers the Cathedral Quarter masterplan, around 1,000 homes near the Ridings Centre site, and three separate Pride in Place boards at Castleford, Featherstone and Lupset.
