Liverpool City Region
Every published edition for the Liverpool City Region areas, latest first.
The Liverpool City Region Combined Authority, led by Mayor Steve Rotheram, took on an integrated settlement covering housing and strategic planning from 1 April 2026. That settlement gives the Combined Authority the lead role in setting regional priorities for Homes England's Social and Affordable Homes Programme, naming thirteen priority places across the six boroughs and a floor of at least 60% Social Rent, against an ambition of around 16,000 social and affordable homes by 2036.
Two kinds of decision then sit underneath that regional layer. Homes England grant reaches a scheme through strategic partnership or continuous market engagement, tested against the Combined Authority's priority places and tenure floor, while brownfield and infrastructure support is agreed separately with each borough council. Each area's own Pride in Place neighbourhood boards decide their local ten-year spending independently of that regional housing programme.
This edition covers all six Liverpool City Region boroughs: Liverpool, Wirral, Sefton, Knowsley, St Helens and Halton. Each briefing is dated to the day its research was checked, and this one was checked on 19 September 2026.

- Liverpool Liverpool's edition tracks brownfield programmes including Liverpool Waters at Central Docks, the roughly 7,000-home Pumpfields & Limekilns masterplan, and Festival Gardens, alongside four Pride in Place neighbourhoods from Speke East to Norris Green East.
- Wirral Wirral's edition follows the Hind Street Urban Garden Village in Birkenhead, over 1,500 homes on a former gasworks site, alongside Wirral Waters and the three Pride in Place neighbourhoods of Central Birkenhead, Seacombe and Woodchurch.
- Sefton Sefton's edition covers Bootle town centre's Strand redevelopment and the Marine Lake Events Centre scheme in Southport, alongside the Sefton Home 2030 partnership with The Sovini Group and the Bootle South Pride in Place neighbourhood.
- Knowsley Knowsley's edition follows Kirkby's consented Tudor Place scheme, Huyton's St Michael's Place town-centre redevelopment, and Halsnead Garden Village, alongside the Kirkby and Page Moss & Fincham Pride in Place neighbourhoods.
- St Helens St Helens' edition tracks the English Cities Fund's town-centre masterplan and Earlestown's Market Square and Town Hall restoration, alongside the Newton-le-Willows and Town Centre East & Fingerpost Pride in Place neighbourhoods.
- Halton Halton's edition follows Riverside's Hallwood Park and Palace Fields regeneration at Halton Lea and the Reconnecting Runcorn Town Deal programme, alongside the Runcorn Town and Hough Green and Ditton Pride in Place neighbourhoods.
